Minutes of the Planning Committee meeting held in the Council Hall on Wednesday February 1st 2006 at 10.00am

PRESENT: Councillors Colman (Chairman), Brooks, Gibson, Mrs Newstead and Sheppard with the Clerk

APOLOGIES: were accepted from Cllr Ms Atkinson.

DECLARATIONS OF INTEREST: Cllr Brooks declared a personal interest to minute reference 0016 – planning application to site a mobile home at The Bungalow, Lowfield Lane.

The meeting was closed to hear two parishioners regarding a single storey dwelling adjacent to 10 Glovers Lane. They were thanked for their information and left the meeting at approx. 10.15am.

0016 Planning Applications
The following planning applications were considered and approved subject to any comments detailed below:

0007 Siting of twin unit mobile home (Outline) The Bungalow, Lowfield Lane
Members would have preferred to know more details about the type of mobile home and view an example, but as the application if for outline permission these are not a requirement and have not been provided.

0012 Two storey side and single storey rear extension 21 Masefield Crecsent

0036 Erect ensuite extension and conservatory 43 Bullpit Road

0062 Demolish garage, erect side and rear extensions 3 Kirton Close

0144 Erect new bungalow, new access & turning head Adjacent to 10 Glovers LaneMembers approved the revised single storey dwelling and noted the low roof elevation to minimise impact upon neighbouring properties. However, concern was expressed about the introduction of a turning head (although this is stated as a Highways requirement) which could increase vehicular use in the lane from visitors to Tesco Express on Main Street. The District Council Planning Committee will be asked to hold a site meeting to fully asses in situ the impact of a turning head, and also the impact upon neighbouring privacy from some of the proposed windows in the property.

The following planning application was refused with the comments detailed below:

0138 Lawful Development Certificate for a scrapyard Twitch Farm, Hollowdyke Lane
Members considered that this site is not suitable for a dismantling and distributing scrap yard on the scale proposed. Following discussion with the District Council Enforcement Officer the Council has been advised that individual letters should be submitted stating the lack of activity on site in the past ten years as the applicant is stating that the site has been used as an operational scrap yard for the past ten years.

0017 Tree Preservation Order
Approval was given to an application for a tree preservation order on land at 50 Bullpit Rd.

Cllr Brooks left the meeting at approximately 10.40am

0018 District Council On-Line Planning Consultation
Members noted the authority’s proposals regarding conducting the planning consultation process on line. Though appreciative of some of the benefits, concern was expressed at the logistics of viewing and particularly down loading the plans at parish council cost. A questionnaire will be completed and the concerns expressed will be included.
