Balderton Parish Council
Minutes of the Parish Council meeting held in the Council Hall on Wednesday April 13th 2005 at 7.00pm.
PRESENT: Councillors Hind (Chairman), Colman (Vice Chairman), Ms Atkinson, Mrs Brooks, Brooks, Mrs Fletcher, Fletcher, Gibson, Mrs Hind, Jarvis, Mrs Newstead, Miss Oram, Mrs Scott, Scott, Sheppard, Spencer, Mrs Walker and White.
with County Councillor Walker, District Councillor Mrs Saddington, a member of the local press, two members of the public, and the Clerk.
2807 Apologies Apologies were accepted from Mr Mortimore.
2808 Declarations of Interest Cllrs Mrs Brooks and Brooks declared a personal interest to Amenities minute reference 1181, planning application for 39 Russell Avenue. Cllr Mrs Newstead declared a personal interest to minute reference 2810b, Glebe Park to Barnby Crossing footpath.
2809 Minutes The minutes of the Parish Council meeting held on January 26th 2005, having been circulated previously were confirmed as a true record and signed.
2810 Clerk/Chairman’s Update
An update of ongoing matters from the
minutes of the previous Council meeting and subsequent committee meetings was
circulated and noted. Updates circulated prior to each committee meeting had
been included with the minutes. The following issues were discussed:-
a)
Council
1.
Re Minute 2804.1 Newark Area Local Forum
Cllr Jarvis advised that the funding
available for the Newark area does not include Balderton.
b) Amenities
1. Re Minute 1178 Footpaths The Clerk advised that a copy of a petition had been received from residents of Glebe Park opposing a public footpath application from Barnby Crossing to Glebe Park. The meeting was closed to take public comment about the application.
Residents are concerned that if the path is opened it will be used by quad bikers, and encourage an element of unwanted attention to the allotments and surrounding properties. The meeting re-opened. Discussion took place on the Council’s position relating to the application as the Council is a tenant for the allotment land to the Southwell Diocese and a landlord to the allotment tenants.
It was,
AGREED that enquiries be made with the Southwell Diocese regarding the Council’s
present and any previous tenancy agreements to ascertain any obligations and
possible options. The matter will be referred back to committee.
c)
Finance & General Purposes
1. Re Minute 3238.b Street naming The owners of the Danny Lyp garden centre on Sibcy Lane were Mr and Mrs Chapman, not Clarke as declared at the meeting. The development name was therefore re-considered, and the name Danny Lyp Gardens will be put forward as a suggestion to the developers.
2. Re Minute 3240 Code of Conduct Review Members were advised that more general comments about the Code could be made, as well as commenting on the review. The matter will be discussed again at the next committee meeting.
3. Re Minute 3242a Heron Way car park It is understood that the two cars without vehicle tax are no longer parked there. The Chairman advised that he had spoken to the ambulance owner and the matter is in hand.
2811Financial Statement
The details as published were correct, there being a cheque requirement of
£18,411.64 for March 2005. Concern was expressed at the cost of the insurance
premium renewal at £9016.77 - three comparable quotes for next year should be
sought.
The cost of dog waste disposal at £7054.99 was also a concern. Members considered that this cost should be highlighted to encourage the public to report those who do not clear up after their dogs.
2812 Reports from Representatives
1.
County Cllr Walker advised;
a) that the survey has been completed
of the Staple Lane drain which is believed to have caused the Jericho Road flood
last August. The report has been submitted to the Environment Agency who should
respond by the end of May.
b) Newark and the surrounding area has the highest number of claims in the whole County against the Council for accidents sustained on pavements and roads. This information had been discussed at an Environment meeting, where Cllr Walker had stated the reason being that Newark area has the worst roads and pavements in the County after years of neglect.
2813 Clerk’s Additional Information
The following items of correspondence/information have been received:
a)
Notice of applications to renew public entertainment
licences at the Turks Head and at The Grove.
b) Notice that planning permission has been granted for; a conservatory at 39 Church Lane, a self contained annexe at Hill View Bullpit Road, a single storey extension at 1 Inglewood Close, an extension at 19 Church Lane, a replacement conservatory at 19 Waltham Close, and temporary permission has been renewed for two static mobile family homes at Pear Close, Barnby Rd. Permission has been refused for a children’s nursery at 24 Bullpit Rd.
c) Notice that the County Council’s application for a gas utilisation compound to control landfill gas to electricity at the landfill site on Grange Lane, Cotham is being considered on April 19th 2005 at County Hall.
d) Notice that the Council Hall and Pavilion are being used as polling stations on May 5th.
e) The second consultation stage for the County Council’s Local Transport Plan, asking for comment by May 6th 2005.
2814 Councillors Questions
1. Cllr
Brooks asked members to be aware that residential development is a possibility
in the future on land at Flowserve. Enquiries are ongoing with the company,
developers and the District Council because the land is a designated sports
area, and any lost amenity would have to be replaced within the community before
permission was granted.
