Balderton Parish Council
Minutes of the Pavilion sub committee meeting held on Tuesday December 13th 2005 at 9.30am in the Council Hall.
PRESENT: Councillors White (Chairman), Colman, Jarvis and Mortimore with architect Ms R. Nicholson and the Clerk.
APOLOGIES were received from Councillor Ms Atkinson.
0005 Declarations of Interest None were made.
0006 Pavilion Re-build The architect had reviewed the three written estimates received for the Pavilion re-build project. The three contactors who had supplied a price had different ideas and proposals for the building in line with the ‘design and build’ basis requested.
A fourth contractor had been unable to supply a written estimate in time, but had verbally indicated his price of £435,000 to the Chairman. This price was substantially lower than those already submitted which were in the region of £525-550,000.
The Chairman had spoken to two independent people who had direct experience with the contractor’s work and they both highly recommended him. The Chairman had invited the fourth contractor to attend the meeting in order that he may advise members of his price and ideas.
The fourth contractor joined the meeting at approximately 10am.
He has experience in public buildings which have specific requirements and building regulations. If successful the price quoted would be guaranteed, he would be able to commence demolishing the existing building at the beginning of April 2006 and anticipated that the work would take 20 weeks.
He invited members to view a similar type of building which he has constructed at Oakham. Members considered this to be beneficial and a viewing was arranged for Thursday December 15th 2005 at 6.30pm.
Members thanked him for his attendance. Further discussion took place and in line with Council ‘Best Value’ practice it was, RECOMMENDED that the fourth contractor be selected as the preferred choice subject to the sub committee members being satisfied with the quality of work carried out at Oakham and that he provides a written quotation within this working week.
A proposal will be made to Council to suspend Standing Orders to enable a contract to be negotiated without completion as per Council Financial Regulation 11.c.
Further detailed discussion will need to take place with the architect and the contractor in readiness for a revised planning application to be submitted as soon as possible.
