Balderton Parish Council
Minutes of the Parish Council meeting held in the
Council Hall on Wednesday December 13th 2006 at 7.00pm.
PRESENT Councillors Colman (Chairman) Mrs Brooks (Vice Chairman), Allsopp, Ms
Atkinson, Brooks, Fletcher, Gibson, Hind, Mrs Jarvis, Mortimore, Mrs Newstead,
Scott, Sheppard, Mrs Walker and White with County Councillors Mrs Saddington and
Walker, one parishioner, two invited members of the public who reside outside
the parish, a member of the local press the Deputy Clerk and the Clerk.
A previous chairman of the Council and his wife were welcomed to the meeting.
2946 Apologies
Apologies were accepted from Cllrs Miss Oram, Mrs Scott and Miss Watson.
2947 Declarations of Interest
No declarations of interest were made.
2948 Minutes
The minutes of the Parish Council meeting held on Wednesday November 1st 2006,
having been circulated previously were confirmed as a true record and signed.
2949 Clerk/Chairman’s Update
An update of ongoing matters from the minutes of the previous Council meeting
and subsequent committee meetings was circulated and noted. Updates circulated
prior to each committee meeting had been included with the minutes. The
following issues were discussed:-
a) Council
1. Re Minute 2944 Weight Restriction Coddington Road County Councillor Walker
advised that the County Council is looking into the issue of heavy goods lorries
using local roads. One route used is from Balderton through to Barnby in the
Willows where the lorries access the A17 by turning right at a junction with
poor visibility.
b) Amenities
1. Re Minute 1333 New Hall Further discussion was given to the age restriction
policy for parties at the hall, taking into account any possible implications
from the new Age Discrimination Act. The whole issue will again be considered by
the Amenities Committee at the scheduled meeting in January 2007.
2. Re Minute 1324 Acacia Road access Members gave consideration to a letter
received and circulated from the land owner’s agent suggesting that any
responses sent to the County Council regarding their application for the route
to become a dedicated footpath should be sent on a joint basis as the land owner
and Council are of the same opinion in opposing the application. Members
considered that this should be supported and again stated how insulting they
find the County Council’s approach to the whole issue.
c) Finance & General Purposes
1. Re Minute 3384 Outstanding invoice Members were advised that payment has
still
not been received from a local football team for this year’s fees.
It was, AGREED that the team be excluded from
using the playing field sporting facilities until payment is received.
2. Re Minute 3387 Fernwood school children County Councillor Mrs Saddington
advised that 40 children living at Fernwood go to Chuter Ede, 6 to Claypole and
19 to
John Hunt schools. Enquiries are being made by the Grove school to try and
secure a
service bus for the children to use to get into the village.
3. Re Minute 3387 Police Contact Point County Councillor Walker advised that the
Contact Point is scheduled to open on January 8th 2007.
2950 Budget 2007/08
Further consideration was given to budgetary requirements for the next financial
year. Enquiries have been made with the District Council and an extension can be
given to submit the precept by the end of January 2007. By this time the Council
should be better placed to know about anticipated income (i.e. hall sale and
Heron Way planning application).
It was, AGREED that the decision be deferred
until the January 2007 Council meeting.

2952 Financial Statements
The details as published were correct, there being a cheque requirement for
November of £123,825.71.
2953 Reports from Representatives
a) County Councillor Walker reported that he had attended the presentation day
at the Grove School and had been very impressed with the standards and attitudes
shown by the young people. Members agreed that a letter should be sent to the
head teacher expressing this on behalf of the Council.
2954 Clerk’s Additional Information
The following items of correspondence/information have been received:
a) A letter from a football team challenging the Council’s request for a bond
against damage to the changing rooms. Members still consider that as the bond
will only be cashed if damage occurs that it is not an unreasonable request and
a reply should be sent re-affirming this condition.
b) A copy of a letter to the District Council Enforcement Department from
residents regarding the unlawful activity of a lorry park at Cressey Holme Farm,
Bullpit Road.
c) Notice of a public meeting on health services at Christ Church, Newark on
Thursday February 1st 2006 chaired by Patrick Mercer OBE MP. This meeting
replaces a meeting scheduled to be held in December.
d) A letter from a Newark business offering services as a mobile fish and chip
shop to come into the village. The business is registered and insured. Members
did not raise an objection to this offer.
e) A number of planning applications including one for residential development
of 200 houses on Flowserve, Hawton Lane. A planning meeting was arranged for
Monday December 18th 2006 at 9.30am to consider the applications which must be
responded to before the Christmas break.
f) Two notifications from the County Planning Department – refusal for the
scrapyard at Twitch Farm Hollowdyke Lane, and approval for two cycle shelters at
Chuter Ede school.
2955 Councillors Questions
1. Cllr Mrs Brooks asked that British Telecom. be advised that the telephone
kiosk on London Road by John Hunt schools has been vandalised.
Seasonal greetings were exchanged and the meeting closed at approximately
7.50pm.
