Balderton Parish Council
Minutes of the Finance and General Purposes Committee meeting
held in the Balderton Village Centre on Wednesday January 16th 2008 at 7.00pm.
PRESENT Councillors Mrs Jarvis, (Vice Chairman in the chair), Allsopp, Fletcher,
Gibson, Gould, Hind, Mrs Hurst, Hurst, Mrs Newstead and Radley with County
Councillor Walker, a representative of the press and the Clerk.
APOLOGIES were received from Cllrs Colman, Mortimore, Sheppard, Mrs Walker and
Miss Watson
DECLARATIONS OF INTEREST None were made.
Cheques presented were signed and wages payments approved.
3466 Clerk/Chairman’s Update
A printed update of ongoing matters was circulated and noted. The update is
published
with the minutes. The following item was discussed from the update:
1. Re Project money The Grove Student Council is scheduled to meet on January
17th 2008 where consideration will be given to alternative projects for the
£10,000 presently committed by this Council for a BMX/skateboard ramp. Cllr
Radley had offered to liaise with the Student Council and there was no objection
to his attendance at their meeting, but unfortunately prior commitments
prevented him from attending on this occasion.
3467 Planning Applications
The following planning applications were considered and approved subject to any
comments detailed below:
1840 Demolish factory & erect new, erect 210 dwellings Flowserve, Hawton Lane
Members were pleased that a further application has been submitted for the
development, but previous concerns were re-iterated relating to highways issues
– i.e. the location of the access/egress too close to the bridge and the
suggestion of a one way system through to Lowfield Lane to ease traffic
congestion.
It was requested that the application be considered by the
District Council planning committee rather than on delegated powers by a
planning officer - this should be requested by a District Councillor.

3468 Planning Decisions
The following planning applications have received conditional approval by the
District Council and were noted:
1453 Install ATM and new front entrance Sainsburys, London Rd
1467 Install two condenser units Sainsburys, London Rd
1756 Extension to rear of dwelling 68 London Road
1771 Conservatory 31 Browning Road
3469 Turks Head
Members discussed the proposed sale of the Turks Head public house and car park,
which is on the open market. Development of the site could have a detrimental
affect upon the village owing to common use of the car park by visitors to the
post office and greengrocer shop on Main Street.
Initial enquiries with the District Council have indicated that it is unlikely that the authority would be in a financial position to purchase it for a car park, and at £600,000 it is beyond this Council’s budget.
Enquiries have been made with the estate agent selling the
site and much interest and offers have already been made – it is unlikely that
they would consider splitting the site. The situation will be monitored.
3470 Correspondence/Information
The following correspondence and information was noted:
a) Notice of an application of a minor diversion to a public path on Derwent
Court. Any objections should be lodged within 21 days of the notice.
b) Notice that a planning appeal has been lodged against a refusal for an
extension at 31 Cottage Close.
c) A copy of the feedback report from ‘Green Issues’, the consultation company
who carried
out the Newark Growth Bid local public exhibitions.
3471 Future Agenda Items
Cllr Mrs Jarvis reported that the new footpaths in the churchyard are a great
improvement (the council contributed a grant towards the work) and comments had
been made regarding the neat state of the grass in the churchyard – this will be
passed onto the groundstaff.
Cllr Mrs Hurst asked that the requested litter pick on Public Footpath no.1 be
expedited – the Clerk undertook to do this.
Cllr Fletcher thanked the Vice Chairman for taking the meeting in the Chairman’s
absence.
