Minutes of the Finance and General Purposes
Committee meeting held in the Council Hall on Wednesday May 17th 2006 at 7.00pm
PRESENT Councillors Colman (Chairman), Allsopp, Mrs Brooks, Brooks, Fletcher,
Hind, Mrs Newstead, Miss Oram, Sheppard and Mrs Walker with County Councillor
Walker, one parishioner, a representative of the local press and the Clerk.
APOLOGIES were received from Cllrs Ms Atkinson,
Gibson, Jarvis, Mortimore, Mrs Scott,
Scott and Miss Watson.
DECLARATIONS OF INTEREST Cllr Mrs Newstead declared a prejudicial interest to minute reference 3332 – application for financial assistance. Cllr Mrs Walker declared a personal interest to minute reference 3337 – East Midlands Police forces. All members present declared a personal interest to minute reference 3330 – planning application no.0608 for a dwelling on land at Heron Way.
Cheques presented were signed and wages payments approved.
3329 Clerk/Chairman’s Update
A printed update of ongoing matters were circulated and noted. The update is
published
with the minutes. The following item was discussed from the update:
1. Re Minute 3317.2 Speed calming County Councillor Walker advised that he has
not received any further update from the County Highways Department who are
considering three sites in Balderton for interactive speed signs. The three
sites are Hawton Lane, London Road and Main Street.
3330 Planning Applications
The following planning applications were considered and approved subject to any
comments detailed below:

0697 Convert old forge shop to dwelling 74a Main Street
0698 Re-instate sash windows forming internal partitions 74a Main Street

3331 Planning Decision
The following planning applications have received conditional approval and were
noted:
0182 Erect 108 dwellings Phase 4a, Fernwood
0487 Demolish garage, porch, erect same & kitchen, conservatory 22 Manners Road
3332 Financial Assistance
Cllr Mrs Newstead left the meeting for the duration of this item.
Members gave consideration to a written request for financial assistance from
resident student Gregory Duckworth who has been chosen to attend a summer school
at Durham University as part of the ‘National Academy for Talented Youth’. It
was,
RECOMMENDED that a grant of £250 be paid to Mr Duckworth
3333 London Road Speed Limit
Members noted and supported the County Council’s proposal to reduce the speed
limit to 30mph along London Road from Harcourt Street, Newark to Main Street
Balderton. A letter of support will be sent to the authority. A request will
also be made for the County Council to consider introducing a 30 mph limit for
the section of London Road from Main Street through to the roundabout.
3334 Loan Borrowing Approval
Members considered a report, previously circulated, relating to an application
for approval
to borrow money which must be submitted and approved by the Secretary of State.
The loan is for the new hall on the playing field. Members considered that an
application should be submitted for approval to borrow £200,000 though it may
not ultimately be necessary to borrow this full amount. It was,
RECOMMENDED that a resolution be passed at the Council meeting on May 24th 2006
regarding the borrowing approval application.
3335 Government Consultation on Byelaws
Members noted receipt of a consultation document from the government – ‘Local
Authority Byelaws in England: A Discussion which covers procedures for making,
confirming and enforcing byelaws. The document is available for councillors
perusal.
3336 Internal Auditor
The committee gave approval to the appointment of Mrs P.Hemphill as the
Council’s Internal Auditor. Mrs Hemphill is Clerk to Collingham Parish Council.
A letter of appointment will be sent to Mrs Hemphill.
3337 East Midlands Police Forces
Members noted receipt of notification that consultation has commenced on the
proposed
merging of local police forces. The Home Secretary is proposing to merge
Lincolnshire, Nottinghamshire, Leicestershire, Northamptonshire and Derbyshire
into a ‘super force’.
A vote was taken with nine votes for and one abstention; the proposed merger
would not benefit Nottinghamshire Police and should be objected to.
3338 Amenities Expenditure
Approval was given to the Amenities Committee expenditure proposal to provide an
overspill car park at the playing field. It is estimated that limestone material
will cost approximately £1700 -£2000 + v.a.t. Labour costs will be kept to a
minimum with as much work done as possible ‘in house’. Some extra cost will be
incurred by a small amount of necessary fencing work on the site.
3339 Correspondence/Information
The following correspondence and information was noted:
a) A copy of the Nottinghamshire and Nottingham Joint Structure Plan which is an
important factor in the District Council’s strategic planning framework
b) An invitation from the District Council to have the children’s play area on
the field externally inspected at a cost of £25 + v.a.t. The inspection would be
carried out by ‘Independent Playground Inspections’ Members agreed to accept
this offer.
c) An open letter from police Chief Supt. Johnson outlining the ‘Citizens Focus
Programme’.
d) An invitation to the County Council’s Civic Service on Sunday July 16th 2006
at 11am in Southwell Minster. Any councillors wishing to attend to notify the
Clerk as soon as possible.
e) A copy of the District Council planning minutes of April 25th 2006, where
enforcement action for Cressey Holme Farm on Bullpit Road was discussed. The
site is being used for a heavy goods vehicles operation centre without planning
permission.
f) Details of approved works to trees subject to Preservation Orders at phase 3
and 5a, Fernwood.
g) Details of a planned road race by Newark Athletic Club on June 8th which will
involve runners using a route along Flowserve, Moulton Crescent, Manners Road,
London Road, Wilfred Avenue and Hawton Lane. The race commences at 7.15pm.
h) An invitation to a public meeting at Nottingham on Thursday May 25th 2006 at
7.30pm regarding ‘The Sustainable Communities Bill’.
3340 Future Agenda Items
1. Cllr Hind asked County Councillor Walker to again take up the request of a
weight restriction to prevent heavy lorries using Coddington and Balderton Lane.
Cllr Brooks left the meeting at approximately 7.35pm.
2. Cllr Fletcher reported that the footpath link at the side of Manthorpe House
is overgrown and in need of clearing. The groundstaff will be asked to undertake
any necessary work.
