Balderton Parish Council

Minutes of the Parish Council meeting held in the Balderton Village Centre on Wednesday December 19th 2007 at 7.00pm.

PRESENT Councillors Mrs Jarvis (Vice Chairman in the chair), Allsopp, Fletcher, Gosling, Gould, Mrs Hurst, Hurst, Mutter, Mrs Newstead, Radley, Sheppard, Mrs Walker and White.  with County Councillors Mrs Saddington and Walker, District Councillor Mrs Brooks, 1 parishioner, a representative of the local press, the Deputy Clerk and Clerk.

3032 Apologies
Apologies were accepted from Councillors Colman, Gibson, Mortimore and Miss Watson.

3033 Declarations of Interest
No declarations of interest were made.

3034 Minutes
The minutes of the Parish Council meeting held on Wednesday November 7th 2007, having been circulated previously were confirmed as a true record and signed.

3035 Clerk/Chairman’s Update
An update of ongoing matters from the minutes of the previous Council meeting and subsequent committee meetings was circulated and noted. Updates circulated prior to each committee meeting had been included with the minutes. The following issues were discussed:-
a) Council
1. Re Minute 3025.3 Town Council name Following receipt of further complaints about the Council’s decision to be named ‘Town Council’, members considered that the issue should be re-discussed. In order that this could happen it was,

AGREED in accordance with Standing Order 26a, that standing orders be suspended to allow the matter to be re-considered within 6 months. The item will be included on the full Council agenda for January 23rd 2008.

b) Planning
c) Amenities
1. Re Minute 1427 Floodlit Football Training Members understood the Club’s disappointment that the training could not continue, but considered that the decision had been correct.
2. Re Minute 1429 Village Centre Cllr Gibson had expressed an interest on serving on the Centre Management Committee – this was noted.
3. Re Minute 1432 Flooding Precautions Members noted that Mr Ian Harrison from the District Council would be attending immediately the Council meting on January 23rd 2008 to discuss emergency flooding options.
4. Re Minute 3463 Fernwood Parish Members were advised that any election costs incurred by Fernwood next year will be paid for by Fernwood Parish Council.

d) Finance & General Purposes
1. Re Minute 3457 Project Money Members expressed their hope of finding an alternative option to the BMX/Skateboard ramp project, the money for which was earmarked several years ago.

3037 Planning Applications
The following applications were considered and approved subject to any comments detailed below:

1461/62/63 Potterdyke Development Lombard Street etc., Newark
Cllrs Gould and Mrs Jarvis had attended a consultation meeting about the proposed development on December 11th 2007 in the Village Centre. Members considered on balance that the development will exacerbate existing traffic congestion and cause a bottleneck situation in the town.

3038 Financial Statements
The details as published were correct, there being a cheque requirement of £12619.37 for November. As requested at the last meeting, the financial statements had been distributed with the agendas in advance of the meeting. Cllr White questioned the high cost of the cricket dressing – this is a necessary product, purchased in bulk every two years or so.

3039 Reports from Representatives
1. Cllr Mrs Hurst reported that she had been invited to the Grove School to see how the grant donated by the Council was being spent on the NAGTY students. She advised that  the pupils are doing some wonderful work, and staff are very grateful for the money.
2. Cllr Allsopp reported that he had attended the Grove School Carol Service in St. Giles Church on Monday December 17th. The Service was enjoyed by all who attended.
3. County Councillor Mrs Saddington advised that all Newark County Councillors have objected to the proposal to site a bus station on The Wharf in Newark.
4. County Councillor Walker reported
a) that he had undertaken a highways inspection in Balderton with Jo Horton from the Newark Highways Office.
b) that work had been completed on Wolfit Avenue to provide off road parking spaces.
This work had been carried out with Building Better Communities (BBC) money. Next year’s BBC initiative will include a competition for those submitting suggestions.
c) Marshalls Coaches of Sutton on Trent is still liaising with the authority to provide a bus service for the Fernwood area school children.
d) Temporary interactive speed signs will be introduced in the future on Hawton Lane and London Road near Milton Street.
5. Cllr Fletcher asked that a letter be sent praising the work being done at the Grove School which has shown an excellent improvement change in pupil behaviour, work and extra curricular activity.

3040 Clerk’s Additional Information
The following items of correspondence/information have been received:
1. Notice from the Government Office for the East Midlands that the draft East Midlands Regional Plan Panel Report has been published. The Report relates to the Regional Spatial Strategy and can be downloaded from their web-site (it is 270 pages long, and  therefore it is recommended that only pages required be printed.)
2. Notice of the Parish/District Community Safety Liaison Group meeting on January 28th 2008 at 7.00pm in Kelham Hall – Cllr Fletcher hopes to attend.
3. Notes of the Annual Parish Conference held on November 12th 2007, with a request for suggestions for future topics/issues to be included on future agendas.
4. Notice that planning permission has been granted for a conservatory and garage at 88 Main Street, and permission has been refused for two storey extensions at 37 & 39 Hawton Lane.
5. A request from a resident on Mount Court for further signage to advise that parking is not allowed in the Court. County Councillor Walker undertook to look into this.
6. The latest Countylink publication.


3041 Councillors Questions
Cllr Mrs Jarvis asked councillors to join her in thanking the County Councillors for their  attendance and information at meetings.
