Balderton Parish Council

Minutes of the Parish Council meeting held in the Council Hall on Wednesday September 21st 2005 at 7.00pm.

PRESENT: Councillors Colman (Chairman), Ms Atkinson (Vice Chairman), Mrs Brooks, Brooks, Fletcher, Gibson, Hind, Jarvis, Mortimore, Mrs Newstead and Miss Oram. with a member of the local press, two members of the public, and the Clerk.

2837 Apologies
Apologies were accepted from Cllrs Mrs Scott, Scott, Sheppard, Mrs Walker and White and County Councillors Mrs Saddington and Walker.

2838 Declarations of Interest
Cllr Brooks declared a personal interest to Amenities minute reference 1227d – tree preservation order on an oak tree at Flowserve, Hawton Lane.  

2839 Minutes
The minutes of the Parish Council meeting held on July 6th 2005, having been circulated previously were confirmed as a true record and signed.

2840 Clerk/Chairman’s Update
An update of ongoing matters from the minutes of the previous Council meeting and subsequent committee meetings was circulated and noted.  Updates circulated prior to each committee meeting had been included with the minutes.  The following issues were discussed:-

a)   Council
b) Amenities

1.  Re Minute 1220 Pavilion Re-build   The Clerk advised that Cllr White is liaising with companies to obtain budget costings in readiness for the next committee meeting.

2.   Re Minute 1221 Twitch Farm   The District Council Enforcement Officer has been advised of scrapped vehicles which are now on site.   A skip hire and waste disposal business is being operated from Barnby Road without known planning permission.  This has also been reported to the Enforcement Officer. 

3.  Re Minute 1227c Main Street   Cllr Brooks asked that future consideration be given to requesting that Main Street be made into a permanent one way traffic system.   This will be included on the next Finance & General Purposes agenda.

c)  Finance & General Purposes

1.  Re Minute 3268a Fernwood   Further discussion took place regarding possible future confusion for residents in terms of belonging to Balderton.  The development is in the parish boundary and is part of the village.  Fernwood is the development name, causing questions to be asked why residents put ‘Fernwood, Newark’ on their address.   

Members considered that much of the confusion has been created by the Boundary Commission who decided that Balderton South should be linked to Farndon.  A meeting is still awaited with the developers and planning officers regarding several site issues.

2.  Re Minute 3268b Free Resource 
It was, AGREED that in pursuance of the powers conferred by Sections 137 and 139 of the Local Government Act 1972 the Council approve the payment of £250 to Newark & District Citizens Advice Bureau to help with running costs, this being expenditure incurred in the interest of the parish or its inhabitants and will benefit them in a manner commensurate with the expenditure.

3.  Re Minute 3273 Postal Collection Times   The Chairman advised that he had spoken with the Balderton Postmaster who had undertaken to make enquiries to try and revert the collection times back as they were.  The Main Street Post Office collection time has also been put back to 4.00pm. 

d)  Pavilion sub committee

1.  Re Minute 0002 Pavilion Re-build   Cllr Brooks asked if the present building is large enough for Council Office requirements?  Office space is limited, but thought has been given to extending into the existing meeting room for extra office space in the future.

2842 Weight Restriction on Roads
Further discussion took place on required weight restrictions for lorries using village roads, particularly along Main Street and Coddington Road, and along Balderton Road in Coddington.  Coddington Parish Council have written to the County Council asking that a weight restriction be placed upon these roads.  A letter of support will be drafted to Coddington Parish Council, and the matter will be referred to County Councillor Walker to take the matter up on behalf of the Council.  

2843 Financial Statement
The statement was approved.  The details as published were correct, there being cheque requirements of £9862.48 for July 2005 and £2368.71 for August 2005.

Cllr Mrs Brooks left the meeting at approximately 7.35pm.

2844 Reports from Representatives
1.
  Cllr Jarvis had attended a meeting at Kelham Hall on July 6th 2005 where Boundary Commission representatives were present.  Much disquiet was expressed at the Commission’s apparent refusal to take any notice of local authority suggestions or requests regarding electoral boundaries.  Many councils are unhappy with present electoral boundary arrangements.  A planning seminar followed on from the Commission’s presentation – many councillors requested that parish councillors and/or clerks be allowed to attend planning site meetings.

2845 Clerk’s Additional Information
The following items of correspondence/information have been received:

a)   Notice that planning permission has been granted for ; 1347 Construct roads and sewers at Fernwood, 1399 Erect 70 dwellings (phase 4b) at Fernwood, 1626 Two storey & single storey extensions at 28 Clement Avenue, 1653 Erect car port at 47 Masefield Crescent, and 1665 Reposition garage to plot 5 at 5 Vicarage Gardens.

b)  Notice that a letter has been sent to the Department of Health Estates at Sheffield, asking that the sale proceed of the green area at Dale Crescent to the Parish Council.

c)   Notice of an application to transfer justices’ licence at The Grove Inn, London Road, to be heard on Tuesday October 25th 2005 at 10am. 

2846 Councillors Questions
1.
  Cllr Jarvis asked that a letter be sent to the owner of an old ambulance and an old Ford Cortina car - these vehicles are permanently left on the Heron Way car park, despite a sign clearly stating that no overnight parking is allowed there.  He also asked that the Council groundstaff be asked to cut back shrubs at the Mallard Green pathway to the Lake. 

2.   Cllr Ms Atkinson asked that enquiries be made to clear a very large pile of rubble and rubbish that has accumulated to the side of the Barnby Crossing cottages on Barnby Road. This will be passed onto the District Council

3.   Cllr Mrs Newstead asked if ownership had been clarified of the allotment land off Simpson Close?  The Clerk advised that a fourth parishioner had claimed part ownership of the land, and it is understood to be in solicitors’ hands.

4.   Cllr Colman asked that formal record be made of the Council’s appreciation to the Assistant to the Clerk Mrs Lalyk for her hard work and commitment during the Clerk’s recent period of annual leave.   Members endorsed this and asked that their gratitude be passed on to Mrs Lalyk.
