Balderton Parish Council

Minutes of the Parish Council meeting held in the Balderton Village Centre on Wednesday January 24th 2007 at 7.00pm.

PRESENT Councillors Colman (Chairman), Mrs Jarvis, Mortimore, Mrs Newstead, Mrs Scott, Scott, Sheppard, Mrs Walker and White. with County Councillors Mrs Saddington and Walker, six members of the public, a member of the local press and the Clerk.

2956 Apologies
Apologies were accepted from Cllrs Allsopp, Mrs Brooks, Brooks, Fletcher, Gibson, Hind, Miss Oram and Miss Watson.

2957 Declarations of Interest
Cllr White declared a personal interest to matters relating to Twitch Farm, Hollowdyke Lane.

County Councillor Walker outlined for the public present, the reasons for County Councillor Mrs Saddington’s and his attendance at the parish council meeting, advising that they have no voting rights and are there at the invitation of the Parish Council in a purely advisory capacity.

The meeting was closed to take public comments. The owner of the scrap yard at Twitch Farm on Hollowdyke Lane and his representative advised members of his intended use of the site and provided paper copies of his report.

The application for use of the site, which has been refused by the County Council is presently being considered for appeal by the Secretary of State. They were thanked for their information and attendance and left the meeting at approximately 7.20pm.

Two parishioners asked if the Council knew of the owner to the old allotments on Lowfield Lane because they would like to purchase the land. Cllr Sheppard advised that he believed the land was owned by the District Council. They thanked the Council for their time and left the meeting at approximately 7.25pm

The meeting re-opened.

2958 Minutes
The minutes of the Parish Council meeting held on Wednesday December 13th, having been circulated previously were confirmed as a true record and signed.

2959 Clerk/Chairman’s Update

An update of ongoing matters from the minutes of the previous Council meeting and subsequent committee meetings was circulated and noted. Updates circulated prior to each committee meeting had been included with the minutes. The following issues were discussed:-
a) Council
1. Re Minute 2949 Weight Restriction Coddington Road Cllr White advised that numerous lorries are using the Coddington Road to cut through to the A17 via Barnby. A weight restriction is urgently needed. County Councillor Walker undertook to expedite this matter with the County Council.
b) Amenities
1. Re Minute 13 Bowls Club Toilet Facilities Consideration was given to the option of purchasing a steel toilet block which would provide a more cost effective option than building a single toilet block. One option Quotations for replacing the front fencing and gates to the playing field were circulated and discussed. The quotation from ‘Overwrought’ at a cost of £8590 was considered to be preferential and approval was given to the Chairmen and Clerk deciding upon the exact requirement and possible option of a turn-style in the fencing.
c) Finance & General Purposes
1. Re Minute 3359 Financial Assistance

It was, AGREED that in pursuance of the powers conferred by Sections 137 and 139 of the Local Government Act 1972 the Council approve the payment of £250 to Hope House School towards their running costs this being expenditure incurred in the interest of the parish or its inhabitants and will benefit them in a manner
commensurate with the expenditure.

2. Re Minute 3398 Severn Trent Water No update has been received from the company following their attendance at the November Council meeting. The Clerk was asked to expedite this as numerous problems are still being encountered by residents in the Manners Road area.

2960 Flowserve Planning Application
Consideration was given to planning application number 1639 for a new factory and 200 dwellings on land at Flowserve, Hawton Lane.

Members considered that the application should be supported in principle, but concern was expressed regarding the proposed entrance site to the development which is closer to the bridge and would necessitate the removal of an oak tree presently subject to a tree preservation order.

It was therefore recommended that the application be refused to allow this consideration to be taken into account. Creating a route through to Lowfield Lane from the site should be explored to try and ease traffic congestion problems away from Hawton Lane.

2962 Financial Statements
The details as published were correct, there being a cheque requirements for December of £122129.19 and £104177.88 for January.

2963 Reports from Representatives
a) County Councillor Walker reported that the proposals for the new bus station in Newark would be published in due course for public consultation. He encouraged bus users to view the options and comment.

2964 Clerk’s Additional Information
The following items of correspondence/information have been received:
a) An invitation to the Hope House School open day on Friday January 26th 2007 between 2.00pm and 8.00pm.b) An enquiry from the Balderton Bowls Club regarding use of the changing room toilets during bowls matches and casual games. One alternative option is to install an external toilet to the bowls pavilion itself. Members agreed that this matter be given consideration at the next Amenities Committee meeting - an estimate for installing this facility will be obtained in readiness.
c) A reply from Patrick Mercer OBE MP. regarding the Council’s letter of support to the Co-operative Group for their pharmacy application for the new health centre, pledging his continued support.
d) Notice that the A1 Balderton southbound exit slip will re-open on Monday January 29th 2007, but the northbound entry slip will remain closed during the roadworks.
e) Notice that planning approval has been granted for an extension at Byron, London Road. f) Two planning applications – no. 0067 alterations and extension at 9 Jericho Road and no. 1599 demolish existing dwelling & replace with 3 bedroom two storey dwelling at 14 Acacia Road. Members raised no objections to the applications subject to any neighbouring residential comments.
g) Notification of a District Council Planning Committee meeting on Tuesday January 30th at 4.00pm where a Balderton application is being considered - no.1689 Erect bungalow at rear of 19 Browning Road.
h) Notice than an appeal has been lodged against the County Council’s decision to refuse permission for an application for a dismantling and sorting scrapyard at Twitch Farm with an invitation to comment by February 22nd 2007.
i) A letter from a parishioner seeking the Council’s support in applying for a ‘gating order’ or closure of the public footpath which runs between Pinfold Lane and Church Lane owing to anti social problems experienced in the vicinity. Members agreed that the letter be referred to the Amenities Committee for consideration.

No questions were raised.
