Balderton Parish Council

Minutes of the New Hall sub committee meeting held on Tuesday October 10th 2006 at 10.30am in the Council Hall.

PRESENT Councillors White (Chairman), Mrs Brooks, Colman, Mortimore and Sheppard with Cllr Hind and the Clerk.

APOLOGIES were received from Cllrs Allsopp, Gibson, Miss Watson and Mr Lecutier.

0025 Utility supply upgrades
Necessary upgrades to the gas and electricity supplies have been arranged but the tariff
for the electricity supply is still being negotiated by the contractor to get the best possible deal.

0026 License Application
The Licence application has been submitted and the District Council Environment
Department have advised they would like to see three conditions to the licence:
a) That the Council takes all reasonable steps to ensure that patrons leaving and entering do not cause annoyance or nuisance to any person in the vicinity of the premises.
b) That any noise produced with regulated entertainment shall not cause annoyance to nearby residential properties.
c) That electrical sockets used by entertainers be fitted with residual current device protection and labelled accordingly.
Members approved these proposed conditions which can be written into the user hire agreement.

0027 Naming
Further consideration was given to naming the new hall. One further option is that it be called ‘The Balderton Venue’ – this was in addition to previously suggested names, i.e. Balderton New Hall, Quibell Hall, Balderton Park Hall and Coronation Hall. The matter will be given further consideration.

0028 Advertising and Promotion
The Newark Advertiser has been asked to run a full page feature on the new facility, inviting involved businesses to carry an advert on the page. This would cost approximately £385 for a half page editorial and advert – the rest of the cost of the full page is offset by contributions from businesses and companies involved with the project. It is planned to run the feature on Friday October 20th 2006. Council produced ‘flyers’ highlighting the new facility are being distributed to local businesses, the library, schools etc.

0029 Opening Ceremony
Further discussion was given to the official opening of the new hall. Enquiries have been made with a local agency that does promotional work but they do not have any suitable local celebrities on their books. It was suggested that Mr L.Wholmsley, a previous long serving councillor and local historian could be asked to open the facility. Members considered that a Sunday lunch-time event would be preferable, most probably in December. Light refreshments will be provided – Mr Hedworth has offered to help with this.

0030 Hire Rates and Charges
Consideration was given to suitable hire rates for local and existing user groups for the smaller meeting room.

It was, AGREED that the existing charge for the Council Hall at 9.50 per hour for local groups be charged until the end of the financial year when all charges will be reviewed.

0031 Furniture
The furniture for the Hall has been ordered: 17 round tables, 10 oblong tables and 200 chairs at a total cost of £5909. Further consideration will be given for seating in the reception area, bar and kitchen requirements including white goods, crockery and cutlery. Local enquiries are being made. The Downtown store has offered concessionary rates for curtains in the main hall – the company has made a site visit, measurements have been taken and costings are being prepared.

0032 Age Restriction
It was agreed that a policy be introduced for an age restriction for parties of under 11s and over 21s only. This is subject to negotiation in the event of the hirer being very well known to the Council, but several adults must be present at the party giving close supervison and any booking will be subject to the previously agreed measures for hirers.

0033 Heron Way Planning
The Flood Risk Assessment (FRA) for the planning application has now been completed - the development will not have an adverse impact upon any flood risk. The FRA is now being submitted to the planning department by the Council’s planning associates.

0034 Alarm for New Hall
Trisec, the company who maintain the CCTV system at the field has provided a quotation for a monitored internal alarm system for the new building at a cost of £1856. The original contract price from Beckside Buildings includes a sum for a basic alarm system which can be deducted from the total price.

It was, AGREED that the quotation be accepted and the system installed.
